InquiryAmex R03 — Insufficient Reply: What It Is and What to Do Now

Second-stage dispute: R03 means you already responded to an Amex inquiry and Amex determined your documentation was insufficient. You have one more opportunity to provide stronger evidence.
R03 is not a first-stage dispute — it means Amex has already reviewed your initial response to an inquiry and found it insufficient. This is the second stage in the Amex dispute process: inquiry → merchant response → Amex review → if insufficient, R03 → merchant supplements.
You responded to an earlier inquiry but either (a) the response wasn’t detailed enough, (b) critical evidence was missing, (c) your response didn’t address the specific cardholder claim, or (d) the documentation was unclear or incomplete. R03 is Amex telling you: try again, but do it properly this time.
What to do now

Review your original response: Retrieve what you submitted previously. Identify every piece of evidence included and, critically, what was absent. Understanding your original response is the starting point for knowing what needs to be supplemented.

Identify what was missing: Read the R03 notification carefully for any specifics Amex provides about what was lacking. Some notifications are more specific than others, but even general language like "insufficient documentation" tells you to review the evidence requirements for the underlying dispute reason code.

Submit a complete, comprehensive response: Include all evidence types required for the underlying dispute reason code — not just what you think is most compelling. If the underlying code is F29 (fraud), include authentication records and delivery confirmation. What “sufficient” documentation means for Amex
PDF format, clearly labelled: Evidence must be in PDF format. Label each exhibit clearly (e.g. "Exhibit A — Signed Delivery Confirmation"). Unlabelled attachments are frequently cited as a reason responses are found insufficient.
Every claim supported by a specific exhibit: Every statement in your rebuttal letter must reference a corresponding exhibit. If you state "the cardholder signed for delivery", cite the exhibit number showing the signed delivery record.
Directly address the cardholder's specific claim: Generic responses about your business, policies, or typical procedures are insufficient. Your rebuttal must address what this specific cardholder claimed about this specific transaction.
Dispute-type-specific evidence: Fraud disputes require authentication records or delivery confirmation. Recurring disputes require a cancellation log. Not-received disputes require tracking and delivery confirmation. Use the evidence requirements for the underlying dispute code.
Evidence checklist
Submit all evidence required for the underlying dispute code (F29, C28, etc.) — not just what you included originally. Your R03 supplemental response must also include a rebuttal letter that explicitly:

How should I format Amex evidence submissions?
Amex evidence should be in PDF format, clearly labelled (e.g. "Exhibit A — Delivery Confirmation", "Exhibit B — Cardholder Agreement"). Each exhibit must be referenced explicitly in your rebuttal letter. The rebuttal letter itself should be a separate document, not a cover email, and must directly address the cardholder's specific claim rather than providing a generic description of your business or policies.
